Many West Virginia students start at a community and technical college and transfer to a four-year institution. In fact, research from the Commission shows that the percentage of undergraduate transfers from a two-year college to a four-year institution has increased by nearly 40 percent over the last five years.

To make the transfer process smoother for students - and the path to a degree clearer - the Commission and West Virginia Council for Community and Technical College Education adopted a joint resolution in April 2014 that established transfer as a priority for West Virginia's postsecondary education system.

As part of this joint commitment:

  • The Commission adopted revisions to Series 17, Transferability of Credits and Grades at West Virginia Public Colleges and Universities, at its November 2014 meeting. These revisions included the establishment of an appeals process for the denial of transfer credit. Beginning July 1, 2015, each public institution in West Virginia is to have a clear, concise policy regarding a student's process for appeal. At the second-to-last stage of the campus appeals process, the student may request an outside review, which would be coordinated by the Commission.
  • At its May 2015 meeting, the Commission adopted a rule establishing a process for reverse transfer, which allows students who have transferred from a community college to a four-year institution, prior to receiving their associate degree, to be awarded an associate degree after earning enough credits while pursuing a bachelor’s degree.
